UNSC Votes to Deploy Gang Suppression Force in Haiti, Concluding Kenya's Leadership Role


The United Nations Security Council (UNSC) has made the decision to shift the Kenya-led Multinational Security Support (MSS) mission in Haiti into a more robust and heavily armed Gang Suppression Force (GSF), thereby effectively terminating Nairobi's leadership position in the Caribbean nation.

  In a resolution passed on Tuesday, the Council sanctioned the establishment of the new force under Resolution 2793, with 12 members voting in favor and three abstaining—namely Russia, China, and Pakistan. No member opposed the resolution. The session was presided over by South Korea. The GSF has been authorized for a duration of 12 months and will receive support from a newly established UN Support Office and the Organization of American States (OAS). It is set to replace the MSS, whose mandate is set to expire on October 2. "This adoption provides hope for Haiti," stated Mike Waltz, the United States ambassador to the UN. "That hope has been diminishing as gangs have expanded their control, committing acts of rape, pillage, murder, and terror against the Haitian populace. The very survival of the Haitian state is in jeopardy." Waltz commended Kenya and other contributors to the MSS—including Jamaica, El Salvador, Guatemala, Belize, the Bahamas, and Canada—for their sacrifices, but acknowledged that the mission lacked the necessary "scale, scope, and resources" to effectively combat Haiti's formidable armed groups. "Despite commendable efforts, the international community has not succeeded in delivering a mission that is fit for purpose," he remarked. "The GSF is intended to rectify that." Kenya-led 1,000-strong force Kenya has led the MSS since October 2023, deploying 735 police officers as the core of the nearly 1,000-strong force. Other nations have provided troops and financial support, yet Nairobi has consistently lamented insufficient assistance and unmet promises. President William Ruto had previously cautioned that fragile progress could be reversed, pointing to delays in the delivery of equipment and the failure of donor countries to fulfill their commitments.
