Civil society petitions Mombasa Assembly over governance lapses

 


The Coast Civil Society Network for Human Rights has formally submitted a petition to the Mombasa County Assembly, alleging that the county administration has violated its legal responsibilities regarding public participation and transparency in governance.

  In the petition presented to the Assembly, the Network condemned Governor Abdulswamad Nassir’s administration for neglecting to deliver the annual State of the County Address for two consecutive years, in violation of Section 30(2) of the County Governments Act. The petitioners contend that this failure has diminished public accountability and left citizens unaware of the county’s performance and developmental priorities. The network asserts that residents were neither provided with draft budget documents nor invited to public hearings, which has compromised transparency and citizen involvement in fiscal planning. In its submission, the network referenced several legal provisions that it claims have been disregarded, including Article 10 of the Constitution concerning national values and principles of governance, Article 201(a) regarding transparency in public finance, and Section 115(1) of the County Governments Act, which requires public participation in county planning.
