DCI Makes 5 Arrests Amid Fraud Allegations At SHA, Vows More Swoops

The Directorate of Criminal Investigations (DCI) has apprehended five individuals in relation to ongoing inquiries into fraud allegations at the Social Health Authority (SHA).

These arrests are associated with documents submitted by both SHA and the Kenya Medical Practitioners and Dentists Council (KMPDC). In a statement released on Friday, the DCI indicated that the arrests were a result of thorough examination of 1,188 documents received from the two organizations on September 1, 2025. The documents reportedly included information about individuals, organizations, and entities suspected of participating in healthcare fraud — actions that jeopardize the integrity of government initiatives aimed at providing quality healthcare services to Kenyans. "A multi-agency team, led by the DCI, was established to perform a detailed review of the materials," the agency stated. "The objective is to ensure that all individuals implicated in any form of healthcare fraud are held responsible for their actions." The five individuals are currently in custody and are anticipated to be presented in court on Monday, October 6. According to the DCI, the suspects will face numerous charges under the Penal Code, the Proceeds of Crime and Anti-Money Laundering Act, the Social Health Insurance Act, and the Anti-Corruption and Economic Crimes Act. More arrests The agency further noted that additional arrests are anticipated as investigations progress, with approvals from the Office of the Director of Public Prosecutions (ODPP). "The DCI remains steadfast in its dedication to fighting healthcare fraud, holding perpetrators accountable, and, in partnership with other law enforcement agencies, ensuring that all assets and resources obtained through fraudulent means are recovered," the statement concluded. The Directorate also encouraged the public to assist in protecting the healthcare system by reporting any suspicious activities through its toll-free hotlines.
