EPRA Introduces New Energy Planning Regulations


The Energy and Petroleum Regulatory Authority (EPRA) has introduced the framework for the implementation of the Energy (Integrated National Energy Plan) Regulations, 2025, urging county governments to assume a pivotal role in the planning and provision of energy solutions.

  The regulations, released by the Ministry of Energy and Petroleum, mandate counties to develop and execute county energy plans that are in harmony with the Integrated National Energy Plan (INEP). This initiative aims to decentralize energy planning, enhance inclusivity, and expedite access to dependable and affordable energy throughout the nation. At the launch of the Energy Statistics Report for the fiscal year 2024/2025, the Cabinet Secretary for Energy and Petroleum, Opiyo Wandayi, characterized the new regulations as a significant milestone in Kenya’s energy sector. "Energy is the foundation of every economy, and for Kenya, it serves as the catalyst for the Bottom-Up Economic Transformation Agenda (BETA)," he stated. Counties are no longer passive participants. These regulations empower them to assess their energy requirements, identify resources, and develop projects that directly benefit their communities while aligning with national objectives," Wandayi further remarked. The CS emphasized that energy is essential for progress in education, health, agriculture, housing, and manufacturing, highlighting that universal access can only be realized through local ownership. "When a school in Turkana has electricity, students can utilize digital tools for learning. When a health facility in Kitui has reliable power, mothers can safely give birth at night. When farmers in Kericho have access to affordable energy, they can process their products locally and generate employment. This is the development we aspire to achieve, and counties are now firmly positioned at its core," he added. Wandayi assured counties of the national government's support, referencing ongoing training, technical assistance, and resource mobilization.
