How Former Chief Principal Mr. Indimuli Kahi Departed Machakos School, Leaving It Burdened with Debts and Financial Irregularities, and Now Enters the Vihiga Gubernatorial Race for 2027


Machakos High School's principal, Mr. Benson Manoo, has expressed his concerns regarding the current situation of the once-renowned Machakos Boys, which has now become a mere shadow of its former glory.

He has voiced his struggles in rectifying the issues left behind by his predecessor, Indimuli Kahi, who has since retired. Sources indicate that Indimuli has entered the realm of electoral politics, aiming for the Vihiga gubernatorial position in 2027.

However, it is reported that he does not have the support of the Prime Cabinet Secretary Musalia Mudavadi, who is regarded as the Luhya Kingpin. Instead, he is relying on the backing of Trans Nzoia Governor George Natembeya, as he is contesting under the DAP-K ticket.

Our investigations, supported by official audit reports, parental guidance, and insider information, uncover how certain retired and transferred principals have left institutions mired in debts, irregular payments, and dubious accounts—resulting in their successors inheriting the disgrace and scrutiny.

The first institution under examination is MACHAKOS SCHOOL, recognized as one of the most prestigious schools in Machakos County. According to the Auditor-General's report for the fiscal year ending June 30, 2024, significant irregularities transpired during the tenure of retired Chief Principal Mr. Indimuli Kahi, who has since embarked on a political career.🔎

 

KEY FINDINGS FROM THE AUDIT REPORT

 

The audit exposes a chain of financial mismanagement and irregular transactions, including:

1. Unsupported Tuition Payments:

Over Kshs. 10.6 million in tuition payments were flagged.

Missing vouchers worth Kshs. 922,137 and incomplete support documents for Kshs. 3.5 million raised red flags.

Outstanding payables under tuition amounting to Kshs. 1.47 million remained unsettled.

2. Outstanding Student Arrears:

School accounts showed receivables of Kshs. 27.5 million, with Kshs. 20.1 million classified as long-overdue fees arrears.

Salary advances of Kshs. 298,700 and imprest of Kshs. 110,000 were not fully recovered.

3. Unsupported Cash & Bank Balances:

Kshs. 16.2 million in cash and bank balances lacked proper backing.

MPESA accounts were undisclosed in statements, and no cashbook was maintained.

Separate cashbooks for multiple accounts were not maintained, breaching the PFM Act, 2015.

4. Land Ownership Disputes:

The school sits on 115 acres, yet documentation provided dates back to 1963 in the name of Minerva Nominees (East Africa).

Current ownership could not be confirmed.

5. Incomplete Asset Register:

Assets were not valued, tagged, or properly documented.

Risks of theft and pilferage were highlighted.

6. Unsupported Rental Income:

Staff houses generated rental income, but no house register or valuation reports were provided.

Rental income of Kshs. 511,770 could not be verified.

7. Unsupported Inventory:

Stocks worth Kshs. 5.9 million had no stock take reports.

8. Irregular Loans:

Two loans of Kshs. 15 million and Kshs. 46 million were acquired without Cabinet Secretary approval.

Terms of the loans were unclear, with unexplained interest rate hikes up to 15.2% p.a.

The accuracy and legality of loan balances could not be confirmed.

9. Illegal Charges & Transfers:

Parents were charged Kshs. 20,000 extra fees per student without Ministry approval.

Kshs. 925,800 was irregularly transferred to KESSHA, a private body not governed by public finance laws.

10. Breach of Guidelines:

Unauthorized transfers of tuition funds between accounts.

Failure to prepare a School Improvement Plan, contrary to Ministry of Education policy.

 

THE BURDEN ON THE CURRENT CHIEF PRINCIPAL MR. BENSON MANOO

 

The audit’s findings have cast a dark shadow on the current Chief Principal, Mr. Benson Manoo, who took over leadership of Machakos School after Indimuli’s retirement.

Today, Mr. Manoo finds himself unfairly linked to audit queries, debt burdens, and a damaged reputation, despite having no role in the financial mismanagement highlighted.

This case exposes a systemic injustice — where new school heads are held accountable for sins committed by their predecessors, and their credibility is dented before parents, students, and stakeholders.

 

THE POLITICAL CONNECTION

The revelations are particularly sensitive because Mr. Indimuli Kahi, the retired principal under whose leadership the irregularities were recorded, is currently active in politics.

He has declared interest in running for the Vihiga County gubernatorial seat in 2027.
