Proposal to Prohibit honorary degree holders from utilizing the title ‘Dr’

President William Ruto’s senior advisor on Constitutional affairs, Makau Mutua, is now urging the Ministry of Education to prevent honorary degree holders from using the title ‘Dr’.

In a statement released on Wednesday, Mutua emphasized that this measure will safeguard and help differentiate between those who have achieved their degrees through academic excellence and those who have received them ceremonially. He pointed out that Ethiopia has recently implemented a similar ban and has taken additional steps to limit who may be awarded an honorary degree. Mutua reiterated that Kenya should adopt the same approach. “In July 2025, Ethiopia prohibited individuals with honorary doctorates from using the title 'Dr'. “It limited the criteria for how universities can award honorary degrees. This upholds academic integrity and differentiates between earned and ceremonial titles. Kenya must follow this example, @HonJuliusMigos,” he stated on X. An honorary degree is a doctorate granted to individuals who have no prior affiliation with the awarding institution. According to the University of Nairobi, the conferral of an honorary degree is the highest honor that any university can bestow upon an individual. This degree is typically awarded to recognize a distinguished individual’s contributions to a particular field or to society at large. Honorary degrees are generally presented during regular graduation ceremonies, where recipients are invited to deliver an acceptance speech before the gathered faculty and graduates – an occasion that serves as the highlight of the graduation event. In July, the Ethiopian Minister of Education, Berhanu Nega, issued new guidelines regulating the awarding of honorary degrees.
