Revised fees framework to address parent concerns ahead of 2026 senior school transition
The Ministry of Education (MoE) is in the process of creating a new school fees structure aimed at alleviating financial concerns for parents as Kenya gears up for the transition of Grade 9 students to senior school in 2026. As stated by the Ministry, the updated fees will differ according to the selected learning pathways and school categories under the Competency-Based Curriculum (CBC). William Sugut, the Director of Secondary Education, mentioned that a technical team consisting of school principals and ministry officials is currently finalizing the framework. "A team is actively working on the fee structure alongside the principals. We will provide updates regarding the new figures. However, it is assured that the fees will be affordable to ensure that children have access to education. This will be influenced by the chosen pathways and the schools," Sugut remarked. The new structure will take into account the three approved pathways: Science, Technology, Engineering and Mathematics (STEM), Social Sciences, and Arts and Sports, with implementation costs varying by institution. The final fee figures will also correspond with the newly established school clustering system. In January, approximately one million Grade 9 students are anticipated to transition to senior school, which will include Grades 10, 11, and 12. Kenya's 9,000 public secondary schools have been reorganized into four clusters: C1, C2, C3, and C4, replacing the previous classifications of national, extra-county, county, and sub-county. C1 schools will provide all three pathways, while the others will offer fewer options based on their capacity. Nevertheless, some parents have expressed concerns regarding the affordability and clarity of the new school categorization. There are questions about whether the transition to Grade 10 will lead to increased costs, potentially resulting in higher dropout rates, or compel some students to repeat Grade 9.
