Ruto Appoints New Chairperson for Rights Commission Following Previous Appointee's Rejection


President William Ruto has designated Claris Awour Ogangah as the new Chairperson of the Kenya National Commission on Human Rights (KNCHR), thereby filling the position that became vacant after the passing of Roseline Odhiambo Odede in January. In a gazette notice issued on October 2, President Ruto announced that Ogangah will serve a six-year term, as stipulated in Article 250(2)(c) of the Constitution. Her appointment was confirmed by the National Assembly’s Justice and Legal Affairs Committee (JLAC) in September. “In exercise of the powers conferred by Article 250(2)(c) of the Constitution, I appoint Claris Awour Ogangah to be the Chairperson of the Kenya National Commission on Human Rights for a term of six (6) years,” the gazette notice stated. Ogangah’s appointment follows the withdrawal of Duncan Ojwang, who had been initially nominated for the role, citing personal reasons for his decision. In her capacity at KNCHR, Ogangah will oversee the commission's primary responsibilities, which include investigating human rights violations, advising the government on compliance, and promoting civic education regarding constitutional freedoms. Her appointment occurs during a period when the government is under increased scrutiny concerning alleged human rights abuses, particularly regarding its response to recent youth-led protests that have raised concerns among both local and international observers.
  

The KNCHR functions as the national human rights watchdog, ensuring that the state adheres to constitutional mandates and offering redress mechanisms for victims of abuse.
