The Auditor General has raised concerns regarding public universities due to their Sh62 billion wage bill
More than 40 public universities have been identified by the Auditor General for exceeding Sh62 billion in staff salary expenditures during the 2023/2024 financial year, prompting worries about financial discipline and adherence to fiscal regulations. The report indicates that these institutions allocated 62 percent of their total Sh100 billion revenue to personnel emoluments, which leaves minimal funds available for development and operational activities. In her report for the financial year 2023/2024, Auditor General Nancy Gathungu highlighted her apprehension regarding the persistent increase in current liabilities reported by public universities over the years. "This ongoing growth indicates that these institutions are repeatedly unable to fulfill their short-term obligations, which include trade payables, statutory deductions, and other operational costs," the report states. Personnel emoluments encompass all types of financial compensation and benefits that an employee receives for their work, including wages, salaries, bonuses, commissions, and allowances such as travel, sick pay, or leave pay. Among the universities with the largest wage bills are the University of Nairobi (Sh8.6 billion), Kenyatta University (Sh6.6 billion), Jomo Kenyatta University of Agriculture and Technology (Sh5.1 billion), Moi University (Sh4.5 billion), and the Technical University of Kenya (Sh3.9 billion).
