The government has mandated a new audit of academic certificates for all civil servants


All ministries, state departments, agencies, and public institutions are required to perform a comprehensive audit of the academic and professional certificates of every civil servant, as the Public Service Commission (PSC) escalates its efforts to address the increasing instances of forged certificates.

  The commission indicated that the verification process will now extend beyond officers hired in the last ten years, encompassing all public servants irrespective of their entry date into the service. The PSC stated that this decision was driven by mounting evidence of extensive fraud, which it cautioned has compromised the integrity of the nation’s educational system and has adversely affected merit-based hiring and promotions within the public sector. "The integrity of Kenya’s public service is fundamentally linked to the legitimacy of the qualifications of its personnel. We can no longer overlook the fact that some individuals may have gained entry into the service through fraudulent means," the commission articulated in a circular dated October 2025. This recent directive builds upon a previous one issued in October 2022, which mandated all authorized personnel to verify the certificates of those who entered the public service from 2012 onwards. However, the commission noted that following the discovery of widespread falsification, it has become essential to broaden the verification to include all employees, from junior clerks to senior executives. Principals of national polytechnics, technical training institutes, and vocational colleges have also been called upon to adhere to the PSC directive. "You are hereby instructed to inform all staff within your respective institutions of this compulsory requirement and to offer the necessary administrative support to facilitate the authentication process. Non-compliance with this directive may result in administrative action as stipulated under the Public Service Commission Regulations," the letter states.
